HFC is a state of the art system its not fully copper like DSL. Just because you have FTTH doesn't make everything else not "state-of-the-art" DOCSIS SOTA and not going anywhere soon. I wouldn't be surprised if DSL didnt come available to you or something else.

ATT did that to me where i used to live. DSL wasn't available to rural and lived in a town of 25,000. TWC came in and dropped RR DSL was available the next day.

The equipment is there it's just not turned on and they won't do it until it needs to be.
