So the WRT54Gv5 is the DHCP server. The WRT54Gv2 is acting like a bridge. All devices behind the v5 are still under the v2 for DHCP.
IIRC stock firmware will not do Static DCHP. DDWRT will. DDWRT Micro edition can be flashed onto the the v5.

At that point you can specify the Static DHCP for the Phone. |

| One more note: once you have DDWRT running on both WRT's you may want to have the v5 be the bridge and the v2 be the Router. The V2 can handle a more feature rich firmware. which may be more helpful in the long run.  |
