Qwest downgraded my speeds?

I have the 1.5mb package from Qwest and recently i had to do a hard reboot on my qwest modem. i go to 192.168.0.1 only to see my connection status say 640/256. this didnt make any sense as before it was 1500/897. why did they downgrade me and is there anything i can do to get my normal speeds of 1500/897 back?

 This sometimes happens by accident, you should call them and ask to be put back at 1.5/1. They may have done it on purpose in which case they should be able to tell you why.
