There is a similar app. posted in sci.crypt a year ago by Tom called uvlan : »www.certainkey.com/uvlan/
It is written in C++, uses famous libtom crypto package. It is using ECDH256, can easily upgrade to ECDH521  It might be a GOOD CORNERSTONE for Pirate Bay to start with, Plz. PASS IT ON to Pirate Bay

But it won't work for ISP's like rogers that throttle EVERYTHING that is encrypted.
