I can't speak with certainty outside of Southern Alberta when it comes to the throttling of torrents as I haven't had the opportunity to do any testing outside of that area, but torrents are NOT being throttled here. I can, and frequently do, max out my 10mbps connection through torrents.
What I can speak with certainty about, however, is that Shaw is not influencing traffic from specific servers.
Your problem lies solely with your computer, and the software therein (specifically your torrent client). A quick search on google will provide you with a plethora of people suffering from similar issues. Alas, I can't access those sites at work to give you a specific link... |
