Sweden just passed their own version of warrantless wiretapping (which has caused a huge uproar all over Europe).
Even if this encryption regimen won't stop efforts to block P2P (although ISPs would not be able to separate out legitimate P2P from the copyright infringement if everything's encrypted), it will frustrate the ability of the FRA to listen in on absolutely everything willy-nilly.
Given developments here in the US yesterday, I'd say that this is a technology that can't come fast enough.
