Re: "The Internet Can't Hide" It could be that the local jurisdiction won't let them build any new cell towers in those areas. I know I have read some about the city councils put a freeze on new construction until they have a town council meeting where everyone on the council or county board shows up with a cell phone in their pocket or clip complaining that "we don't want no new cell tower because it causes cancer". There are ways to disguise new towers. I have seen them as giant church crosses, giant bell towers and (in south Florida) as giant palm trees.
