How do we know that they are not implementing this now and just not telling people about it? Not just the ISPs listed above but other such as Verizon or Charter etc.? As and end user I have no way (that I know of) for me to know if my packets are getting read like that.

Where have you been? Charter is not using it. There are 50 stories about it here.
