The foreign telecom ownership rules imposed by the Canadian government has really stopped any significant new competition in the Canadian market. It has been recommended for years (by several groups and studies) that relaxing this restriction would enable more entrants in the mobile market. Also, when the Canadian government allowed the sale of Fido to Rogers that eliminated any real national competition for GSM. That sale should not have been allowed to go through.

If the sale hadn't gone through, you'd still have the same players eventually.
