Tell me about it. My youngest sister and her family live outside of Toronto and the stuff they have to put up with in the high-tech world. Three-year cellular contracts with stiff caps and ISP's that throttle and produce ever tighter caps.

Throttling only aid innovation if you're a hacker... and can find ways around it.

Bell Canada's 'Innovation' is similar to someone fixing a bicycle tire with a glue gun and duct tape. Sure ... its innovative, it works, and ITS CHEAP.
Is it proper... not really
Will it work in a pinch .. sure
Is it safe ... who knows - the tire isn't balanced and the wheel doesn't ride smooth.
Do we care ... not really - as we're saving money at someone else's expense.
