If you know someone who is good with cars and can advise you, I would suggest the NYC Auto Auction. They sell city vehicles either at the end of the life cycle or wrecks. You can get a good beater for $500 - 800
There are used car dealers and junkyard owners who come there; you may want to work them to see if you can get a car free or dirt cheap from them.
