The problem is upgrades in an HFC plant are not always that simple. For physical node splits neighborhoods have to be torn up and permits must be acquired. Comcast only budgets for X # of node splits a year and invariably some systems will run hot because of that.
You have some good points but I think you weaken your argument by making it so one-sided. |
