But here's the odd part: the transaction in question was a $15 product that was purchased from me last November--EIGHT MONTHS ago--and which I shipped the next day. Never heard anything from the buyer, so I assume he got it. (No, I don't do delivery confirmation on these CD-ROMs--too much hassle for such a small-profit item.) So why is PayPal "investigating" now? <br><br>Mind, they don't say this is a *complaint*. I had one of those last year, and I know what that letter looks like. (In that case, it turned out that buyer's spam filter ate my emails, so he though I was stonewalling him. Once I contacted him through PayPal's resolution center, we quickly got things straightened out.) So if this is just an investigation, and there's been no complaint this time, then why are they asking about an eight-month-old $15 transaction? I'm baffled.<br><br>I'm just glad it wasn't a $1,000 transaction! Seems to me they should tell you the payment won't be confirmed until they hear from the backup source - then everyone is covered.<br><br>And if they front the money, they run the risk of you immediately withdrawing all of it and canceling your backup card, and then they have to go after you when the backup source turns up dry. Makes no sense.]]></description>

Got the message something like the day before Christmas, so I checked the buyers account on ebay.  He'd received the phone, because he tried to sell it himself via the same ebay account (and had in fact done so IIRC, and stiffed 2 people over on it).  For some reason a complaint was lodged (I think he filed a did not receive complaint).  I shipped via USPS and used the paypal tool to generate the shipping invoice.  I don't think insurance was required but I may have used it anyways (I most always pay for it myself).  Just remember on transactions over a certain amount ($250 last I checked) you need to do a signature confirmation required on it to qualify for seller protection.<br><br>If it had happened about a year earlier he would have been within driving distance too me (though I suspect he wouldn't have done it then).<br><br>His account may have been flagged for his other fraudulent activity, and maybe mine got flagged as a result (I really don't recall).  Either way, it all turned out ok.]]></description>

Lucky me I was able to get my money out after selling a wii during last christmas but it took two months to get that money out.  Postal service money order is the way to go because people always want to cash them when they get them and they have to do that at the post office with a photo ID or else wait for it to clear in the bank and even then it won't clear unless the name and address match on the account it's deposited into.  Also postal money orders can't be signed over to someone else as far as I know.]]></description>
