Once I contacted him through PayPal's resolution center, we quickly got things straightened out.) So if this is just an investigation, and there's been no complaint this time, then why are they asking about an eight-month-old $15 transaction? I'm baffled.

I'm just glad it wasn't a $1,000 transaction! (And yes, I keep my PayPal balance low.)

PayPal is so convenient yet is the dumbest shit ever. Only way you're safe is if you ship with tracking number and insure it above $100. Here is what you need to do.

Create a new email address. Change your paypal account to your new email. (This is so you can create a new paypal account with your same email address)

Call Paypal and tell them you owe them nothing and they need to fix your account and put it back to $0. (They might be willing to fix it)

If they refuse, change all your account numbers.

Create a new paypal account with your email and use your new account numbers.

Hmmmm - didn't know that. It makes no sense that they would tell you the payment is made when in fact they are waiting for the backup source. Seems to me they should tell you the payment won't be confirmed until they hear from the backup source - then everyone is covered.

And if they front the money, they run the risk of you immediately withdrawing all of it and canceling your backup card, and then they have to go after you when the backup source turns up dry. As long as you followed paypals "rules" you should be ok. I had a similar transaction. I sold a phone last November. Got the message something like the day before Christmas, so I checked the buyers account on ebay. He'd received the phone, because he tried to sell it himself via the same ebay account (and had in fact done so IIRC, and stiffed 2 people over on it). For some reason a complaint was lodged (I think he filed a did not receive complaint). I shipped via USPS and used the paypal tool to generate the shipping invoice. I don't think insurance was required but I may have used it anyways (I most always pay for it myself). Just remember on transactions over a certain amount ($250 last I checked) you need to do a signature confirmation required on it to qualify for seller protection.

If it had happened about a year earlier he would have been within driving distance too me (though I suspect he wouldn't have done it then).

His account may have been flagged for his other fraudulent activity, and maybe mine got flagged as a result (I really don't recall). Whenever I get a questionable email I look at the HTML source code to see if URL point to legitimate site or not. If in doubt I'll send a copy with headers to Abuse@company.

If you went to PayPal site directly, without clicking on email link, you can be pretty confident you are interacting with real PayPal site and it was a legit email.
