CIA and Rogers.
Since you don't want Rogers, it'll have to be CIA. No caps, cheaper price. Don't expect much in terms of support.

Ottawa, ON | I had 3web and the support is non-existent. Much better experience with with Teksavvy. I also used Velcom and they were also excellent. |
