CoolEdit, if I recall, like Adobe Audition, has an option to scan for DX plugins on the menu. If not, I'm sure you can manually copy the .dll file from the iZotope Vinyl directory into the CoolEdit plugins folder.
[EDIT] Attached (right-click/Save Target As) is a Vinyl processed sample which I made to sound like a lo-fi, scratched 1950's 45 RPM record.
