Strong encryption program out there to encrypt CD/DVD's ?

Basically, something that can encrypt the contents of a cd or a dvd and prompts for a password to access, and should work on a computer that does not have the software that encrypted the files in the first place.
I dont know if True Crypt does this.
Cryptainer asks for a RW media.
