It's about how to use your own CSS to change the view of the forum.
Unfortunately justin  doesn't use classes (only in some limited cases) and it makes it difficult to adjust the view. It'd be considerably better, easier and, actually, the right way to do - to use classes to define styles of page elements. I just hope he will finally read this...
