DSL or Cable? what speeds are you paying for, what company? Are you using a Router? If so what brand & Model. How is your 360 hooked up to the internet? Wireless or Network cable?
Does it only lag at certain times of the day or all the time 24/7? What games does it lag on? what have you tried so far to fix the issue?
