<description><![CDATA[<A HREF="/useremail/u/1567477"><b>Corbet</b></A> : I'm currently with Buckeye Cable in the Toledo Area, who is known to throttle torrents. On average I only get 200-300 kbps instead of the average speeds.<br><br>I was just wondering if the FCC ruling against Roadrunner will scare smaller companies to stop throttling torrents? My only other options in the area are Time Warner/Roadrunner which I'm not a fan of.]]></description>
