Ya thats normal.

If you go downtown to the clubs often people are always getting kicked out and beaten either by bouncers or Cops, it sucks but its normal here.

You're quite correct. TPS was having so many issues with the entertainment district that they ended up installing cameras to keep an eye on what's going on.
