If you strip the cutsie crap, put it in Windows 2000 display mode, tweak your pagefile to a static allocation (min and max size the same) and have 512MB or more of memory, you should have a fairly decent experience. I figure you must not be running too many processor intensive apps with a 450Mhz CPU.

My backup computer/kids computer runs win 98SE just fine. The thing there is it's running old hardware and old software. Everything works fine and in the case of my ATI AIW it's works better.

Its basically a OS with 100 security checks on every click that slows down the entire computer to a miserable level. Installing Vista on any PC will basically needlessly double the response time on simple programs and worse on more complex ones.
