He's not making them bend over.

The ISPs need a reason to stop providing a high bandwidth service that isn't used very often but cost them alot of money.

Cuomo needs a cause to get his name in the press.

It's a win-win they are using each other. Comcast is the only service that doesn't give a crap about what Cuomo needs and that pisses him off.
