Sounds like a threat..

If you send somebody a letter saying "I'm watching everything you do." do you go with:
A) That's ok, since I don't do anything wrong I'm fine with that.
B) That sounded like a threat, I should contact the police.

Or does a company making threats entitle them to special treatment over what an individual saying the same thing would be treated like?
