...Dealing with the Asian and East European counterfeiters selling wares on the streets..

The vast majority of material being shared does not deserve to be compensated since the big record companies get nearly all the money from sales anyway.

How about the small businesses (eg.music stores, software stores) that cannot compete with the overhead that street vendors have(read:none)?

Should they be compensated?
