is it safe to delete these...

hi all
is it safe to delete these hidden files in the followinghidden folder:

C:\Documents and Settings\owner\Local Settings\Temporary Internet Files

It is safe to delete the random named files inside this folder, yes.
To the folder itself, no. When using the option

Start-All Programs-Accessories-System Tools-Disk Cleanup

This option even mentions it and has a check box as part of the option to delete. Also many history/browser cleaners out there do it too. It is one of the first steps to keeping your computer clean.
