The new owners hope to actually make something called "money" by offering higher grade wired/wireless service to local businesses, hospitals and universities. After the mayor, city council, licenses and inspections department, and the unions get their take I doubt there will be any money left.

The building trade unions that the wifi people will have to deal with will demand money for their leaders to get anything done. Ask Rick Mariano or Bob Dougherty. I know because I live in Philly and witnessed the corruption for many, many years.
