| If not fines? then what are sanctions? Please explain to me how you can punish 'a person' (as the corporation likes to be, to get rights), if you can't fine them? You can't put a corporation in jail. You can't take away it's drivers license? So, exactly how are you supposed to punish someone by all physical definitions, you can't. The ONLY THING THE MEGACORP understands is DOLLARS. Period! If you want to punish them, you make them pay a fine, say 100 Billion dollars. THAT would get them to change their attitude.
