In three visits to the office they did not fix it. Finally I opened the main telephone box on our building (it was not locked) and found the problem. Our phone line had a loose connection. I fixed it and it was fine. The technician was useless.

Both contract techs say the line between the main and the NID needs to be replaced. The AT&T techs don't agree. Probably because it's under ground and they don't want to dig it up to fix it.
