The IOC should have had a backup - that if China didn't make good on their promise of clean air and no censorship by 1 year out (or whatever), that the 2nd place could have had plans ready to go with enough time to build whatever was needed.
That's not the case, so China knew the IOC wasn't going to be able to do much. -- "What makes us omniscient? A year or two or three is not enough time to plan, build, and execute everything that needs to be done to have the Olympics. This is why they announce hosting cities 6 or 8 years in advance. |

Beijing National Stadium, the "birds nest" that is the main stadium for the upcoming Olympics started planning in 2002 and broke ground around Christmas of 2003. So that means it's been under construction for the past 4 1/2 years. Other infrastructure improvements have also been in the works for nearly as long.
It's just not practical to have a required 4+ year window for a backup site. |

It's just not practical to have a required 4+ year window for a backup site. The NOC of the 2nd country can do the planning - they're a sunk cost anyways. I'm not saying that by any means the backup would be as elaborate and such as the primary site. If there isn't enough time to build new Olympic stadiums, then a much cheaper and quicker plan would preferably involve retrofitting existing stadiums. Or even simpler yet, go back to Greece (which now has modern, large enough facilities) as a standard backup. Frankly, the odds of the backup being used would never happen. As it is right now though, you have the IOC not doing anything because they never had a contingency for what everyone knew was going to happen. -- "What makes us omniscient?
