hmm

Cablevision already gives there conenctions away for free to schools and libraries (its true we use it here at the library). so why do this ?Just make verizon and time warner have to do the same thing and thats all that is needed.

Use the 8 million for other more important things.

Time Warner gives free cable tv and internet away as well. They just don't say much about it. Check your local TWC page and you'll see things that they do. Even in Ohio they fund a public art museum. That's giving back.

I'm pretty sure it has something to do with the government stipulating free service to gov owned buildings as part of the franchise agreement.

nope. Not many do that anymore. Many states have their own free service companies such as Internet. Many contract Dish or DirecTV for services (ohio schools is one that contracts DirecTV).

But how do you explain the museum. TWC was in the that area for years and years before they turned in old building into one to protect it from being knocked down.
