LOOK, it is NOT difficult. The "cheapo" version of this approach can be as simple as the one outlined below. From there, the sky is the limit.
1 - Price of setting-up a mailing list of customers: 100 $
2 - Do the research to find the right politicians + admins: 200$
3 - Get the ISP's lawyer to write a letter explaining the issues to the customers and pointing them to relevant e-mails, addresses and faxes: 200 $
4 - E-mail the letter to all customers: free.
