A Wilmington man was arrested Tuesday after engaging in a sexual act while sitting on a curb and watching a woman work in her garden, police said.
Daniel Chelland, 18, of the 2100 block of Garfield Ave., was charged with two counts of lewdness, criminal trespassing and resisting arrest, according to New Castle County police.
He was being held Wednesday in Young Correctional Institution after failing to post $20,500 secured bail.
Police determined Chelland had solicited for Verizon in Bear, Newark, north of Wilmington and Claymont.
The Verizon statement also said the company "is aware of this incident involving one of its vendors. ... We have zero tolerance for violations of the law and hold our vendor responsible for the actions of its employees." A man hired by a company Verizon hired commits a criminal act. Ho hum. So what.

But a quick Google search shows that some states have passed laws requiring paroled sex offenders to have a special mark on their driver's license that shows police they are sex offenders. »www.citizensugar.com/1662095

In Delaware, a registered sex offender is required to have a "Y" in the classification on their driver's license, along with the regular classification, E.G., M for motorcycle, etc.
I forget what tiers have "registered sex offender" on the front of the license. I'm pretty sure tier 3 has to have it.
PS: I know this for PROFESSIONAL reasons. My license has only a "C" and an "M" on it....

Sometimes the low cost of contractors is just not worth it. |
