Because when people typically talk on the plane they aren't shouting over the engine or other noises. On the phone they almost do. Thats the HUGE difference. The latter is much more annoying. Hey, I'm all for legislating etiquette. The next time you eat, better use that fork in the left hand and keep your napkin in your lap, or else I'm fining you $1000.
