I was pointing at the fact that they're setting the speed limits higher than advertised to reach the advertised rates, at least downstream. 6M service is, in fact, 7000k. In the numbers I provided, sync and tx rates down are the same because they're below 7000. The overhead is still there the downstream sync speed reflects the max attainable sync speed. When I attached the line to something a lot smarter than a Westell 2100, the sync rate was over 7000 with the ubr specified to 7000.
