Fishead1 : It beeps once but seems to not go any further. It doesn't sound like the HDS are kicking in.There is no display of any kind showing on the monitor.
Its an ABIT motherboard. It has a small digital display that can be looked at for POST codes but doesn't show any code that makes sense.
I would try to throw in a a new graphics card but don't have any I can use and really don't have the money to get one.It would have to wait till I could save up for one.
If I remove the video card will it still display something on the monitor without the video card?

Margolis : If it beeps, it IS posting. Power On Self Test. You have to decode what the test beeps mean like ken225 said, or solve it thru the process of elimination. If you still have your motherboard manual it may have the beepcodes listed.

So what is the problem exactly? Does it shut down right after post? does it just not boot into windows? Can you not see any display at all even though everything seems to be powering up?

If you have power to circuitry and it's beeping, turn it on and wait for the length of time that your normal boot sequence takes and watch the hd lights and listen to the fans. You might be able to tell if it's just something in the video card that way.

ken225 : Those beeps are codes that should tell you what part is failing. Each bios has its own set of codes. To find out what codes you have, just enter the name of your motherboard followed by "beep codes" into google.

Fishead1 : I have an AMD PC I built about 3 or 4 years ago.It is not posting at all.My display is a DELL 24 inch wide angle display.I checked the display on a another PC and that is fine.
it all started when my air conditoner was not working from its own outlet. As it was getting very hot at that time I took the AC unit and put it on my PC power brick. It worked fine for about 20 mins but blew the circuit breaker after the 20 mins so I reset the circuit break and everything was fine again.I did this about4 or 5 times and then the last time it wouldn't boot or POST at all.
The PC is getting power it seems. I'm using a PC Power&Cooling 500 watt power supply.
Where should I start looking for problem?BIOS?Graphics card?
I will try to get any info if asked.
I can't take trying to run a Pentium 450 while I try to fix this one. :)
