Also in Chicago and also seeing the bizarre connection issues with RCN. Plug a site in, it sits, sits, sits, then loads fast 30 seconds later. Holy happens on some sites, but still really annoying.

I've tried CS as well and my speed tests come back find and they continue to say it's an issue on my end. I'm not that knowledgeable in connectivity issues, so really at a loss for explaining it. Just glad to see I'm not the only one that is getting this. My only idea was that it had something to do with the cable modem that is atleast a few years old.

Will probably give it a couple weeks before switching over to an ISP that works. I would recommend that you call customer service during the day and ask for 'retentions'. The reps in that department have the ability to contact the local market people in Chicago and have someone address the problem. I've given up on calling RCN.

In the past, I've called them dozens of times. Even before the outsourcing to India, their customer service has always been substandard. Now, it's pretty much a joke. A completely frustrating waste of time with no positive result whatsoever for anything other that that which can be handled by a modem power cycle. Or a trouble ticket that gets opened and then apparently is sent off to the retirement home to live out it's life with all the other aged trouble tickets, but never to be heard from again.

Of course, I'm not the only person who feels this way about RCN's horrible customer service -- just read any of the reviews on this board or elsewhere on the web.

I've threatened to leave RCN before, but what keep me with them -- honestly -- is that it's difficult to change all 3 services, and the options available aren't necessarily that much better, truth be told.

I'm sure the RCN reps who are reading this know that. Combined with the knowledge that my issue is (to them) a minor one, affecting possibly only me, difficult to diagnose and even harder to solve, it's understandable from their point of view as to why no response here has been forthcoming.

It's not so understandable from my point of view.

As I said previously, having given up on calling, I had hoped that maybe some help could be found here. Apparently, that thinking was naive and in vain.

Now I hope that this thread might at least serve as cautionary example to anyone else considering RCN.

Depending on how tolerant your cable modem is of this condition, this high level may or may not be a problem. I have seen my Motorola Surfboard work fine with levels higher than yours, but other modems may not be so forgiving.

The only thing you can do about this high downstream level is to make sure the modem is not being fed by an amplifier within your house. Maybe call rcn up and have them do their own line tests. With the bad storms we've had there may be some water in one of the taps or other which might be contributing to this...

When this happens, as with the first packet sent to a destination, the hardware switch fabric can't quickly move the packet, it has to be examined by the CPU. The routing table is used to find the best egress interface, the packet is sent there, and the switch cache gets updated with this destination. Probably some other destination got kicked out of the cache. The problem is that the CPU gets backed up with work and its queue of packets to handle the slow way overflows. The queue length can be tuned, and perhaps its not the best length. Its far better to drop data packets than routing packets, and they may hold space for them. Anyway, this is probably why medium speed transmission gets drops and higher speed not.

There could be a buffer carving issue on the router - lots of small buffers and large buffers and not enough medium sized ones. On the Internet, the greatest number of packets are 64 bytes long (ACKs, ICMP, SYNs etc), next would be full Ethernet frame sized packets. The medium sized packets are not nearly so common, and so one or more routers may be short on buffers that size.

There's not much you can do, however. Hope the backbone network guys notice all the drops and feel like tweaking router parameters after getting approval to do it during a future maintenance window!
