[XP] Dsl problems Regarding SPEED, Interleaved, and LOSS of Sych

I'm kind of new to this forum so I'm not quite sure what to do.
Before the problem, the modem was on FAST data path. And worked fine for a good 4 long years.
The problem that's happening is really driving me crazy. So the history begins: 8 months ago, a problem started happening after a large wind storm hit my town. When it stopped, i noticed my internet was disconnected. So i checked my modem and there was a red blinking light on the modem. I've never connected to the internet until the next day. Morning, the modem was connected. i checked the speed on the advance configuration, it changed from a DS 1536 US 384 to DS 800ish US 384. And everything was slow, then 3 hours later, the modem disconnects or in other words loss of sych.
3 months later, i was playing around with the phone while the modem kept trying to connect. when i turned on the phone, i hear a whir in the background like a dial-up connecting to the internet but on the phone. when it was finished (7-8 sec sound) the modem was connected. i found out it was the only way to connect the modem. 1 month later, my father called the phone company and they weren't much help, they sent a technican over to check our phone line, to fix the loss of sych and he said it was fine. (WTF?! and GAVE US NEW FILTERS WHICH HELPED FOR 1 hour... then to loss sych again.)
Trying and trying looking on google for the solution but it seems to fail. the loss sych/Margins/speeds/interleaved to FAST, all pushed me into this forum where people had the same problems but they ended up differently.

And now we r at the present. Please help me with this problem... and my father is upgrading the speed to 3k 2morrow and I'm wondering if someone can get me a quick solution before that next day. Any help is accepted

1 solution... replacing phone line will take money out of my pocket and i don't want that .

Oh and the interleaved connection got me to the minium speed: DS 384 US 384.
