I remember when they would charge you for the modem (which they gave you free) if you canceled early, but you had the option to return the modem to avoid that. But it has been almost 4 years since I had to deal with Verizon.

My 768k dsl is $14.99 a month. That is, if you sign up for the 2 year contract. Which I did. I signed up in the end of last October. So I still have 1 more year to go.
