Blocking or censoring a site is an exercise in futility

As their are ways of getting around such blocks. Some of what
TPB has done already will work, as will using an alternative
DNS like OpenDNS. Then there are proxies and means similar
to getting around censorship, like in China. Psiphon -
»psiphon.civisec.org/ is one of them.

TPB has was more resources and options compared to the people they are fighting. The Alphabets have to go though tons of legislation and negotiations just to get a simple thing done, (Unless they do it illegally), while TPB can have a complete system and domain and everything else changed in no time.

And, TPB has millions of supporters. If they really needed it they would have a tech army fighting for them. Just like how the Swedish Police website was attacked for days after they raided TPB, and that was without any organization. Even if they desperately needed money, they could ask every member for a dollar or what ever and get millions within the week.
