3G in SoCal ..

Has been up/down since they turned it up last year.
Even today, in an area, at home, outdoors (outdoor office) where I typically have '4' bars (-84 to -89dBm reading) on my Samsung ZX-20, it will lose 3G service and go to GSM.

In many (read most) markets, AT&T has allocated 10MHz paired of 1900MHz.

Eg. In Los Angeles, AT&T has (or uses) the following:
GSM 850 on cell A band (25MHz)
GSM 1900 on PCS D block (10MHz)
3G (WCDMA) 1900 on PCS B3 block (10MHz)

3G devices can (and do) handoff to GSM (not always without dropping a call).
My personal suspicion is that there is not enough spectrum deployed to handle 3G voice and data in these markets. L.A. has a lot of subscribers.
