Well, I was surfing along at around 3:30 AM (couldn't sleep, long story), and suddenly the net started feeling VERY sluggish. I have ran several speed tests and tracerts, and they're allover the place! One second I get a normal 25 ms tracert to the SF Speedtest.net server, the next it shoots up to 200-300 ms, and downloads go from a normal of 28000-32000 all the way down to a low of 1000 (uploads stay good at 2500-2700 though). What's really bad is ping times to the CMTS in Ukiah (I am 8 miles north of Ukiah in Redwood Valley) are hopping from 30 ms (normally it's around 5 ms) all the way to 130. If anybody else in the area is seeing problems like this, chime in.
Like I said, it is literally hopping from bad to fair to good back to bad seemingly every few seconds, is this work going on or is this a hardware/software failure? I have seen work going on before, and I've never experienced anything like this.
Edit-A tracert:

Trace complete.
Speed Test (SF speedtest.net)
For reference, SF is 120 miles south of me, and a normal ping time to that server (and others in the Bay Area) is 25-30 ms. |

| Concurring with tshirt I would guess line maintenance because your symptoms of high latency usually occurs during the peak times of the day. |

| reply to RR Conductor I haven't noticed any issues lately, but I was only on until about midnight last night.
I just did a traceroute and speedtest (6 PM) and everything looks good.
