Easy way to trouble shoot - hook the modem to the NID and see if it gets better. If it is the same then Verizon is at fault (my guess is that it is their fault) and if gets better then inside wiring is a likely cause and no one will come out for free to fix inside wiring issues. Don't know why you would expect to have inside wiring fixed for free.

I already hook it directly to the nid and got the same issue.

I am not looking for them to do it for free. The issue with that is that to get Verizon back to fix there screw-up I need to have covad come out to prove it is not the wiring.

But $199 is overcharge. $60-80 is about right.
That is my opinion.

Anyway with a little prodding I was able to get SE to get Verizon to come out today to look at the pole again.

$199 helps prevent unnecessary truck rolls which are very expensive for Covad. If you tested at the NID then and let SE know that then they should not have suggested a Covad roll at all, although Verizon might try and force Covad to roll first before they will do anything. Verizon really seems to take pride in screwing with CLEC customers any way they can.
