All I can say is that when I did have service, the invoices differed by a few cents, due to differences in the taxes and regulatory fees.
Voicemail link to SunRocket sounds about right, except for the 404 error.
If your service works, and you can get voicemail via your phone, and you can deal with the issues with the websites, then $12.95+ reg fees and taxes is for you. If you expect everything to work, then you need to hammer their tech support to get it right, and have patience along the way. Or, you can spend a little bit more money and get service with somebody else that is more reliable. I can honestly say that I have not read of any service that is 100% reliable, except for POTS, which is really stretching it.

IMHO.... I would say they dropped the price foe existing coustomers for retention. at $12.95/mo. it is one of the lowest full service prices going. I would say they are banking on keeping somebody who is looking to save that extra $2-7.00 a month, in return for limited tech support or news.
I myself prefer the line to work when expected, and know that tech is there when/if needed.

I never did understand their old rate. I thought it was supposed to be flat rate but looking back through my bills I see it varied from $14.87 to $14.97. (Anyone know why?) But I'm not complaining. I've had no problems with Teleblend. But I worry about their prices going down. I'm a big believer in you get what you pay for.
