A small town in Oklahoma.

We only get 1mbps top speed here.

When I was calling tech support, one of them mentioned that the neighborhood local loop was a 10mpbs pipe and it didn't seem to be full at that time.

I talked with 4 different people, only one knew caps existed but had no idea what. He thought that in my area, they might be contracting the service out to another company, but he didn't say who or details etc.

That was just mentioned in reference to why they suddenly added caps without anybody knowing about it ahead of time.

suddenlink has had useage caps for a LOOONNNGGG time now.. they claim it is hourly system desgined to limit P2P traffic, if you download X ammount of data in an hour, it will throttle you back to 256k for the rest of that hour, then it resets. when asked what the caps are. the suddenlink tech i spoke to about it said they do not know because the system is fully automated.

that makes me think the system has different levels based on system, and and system load.. ie, my system may throttle me at 100megs, while your system may have higher loads and may throttle you at 90megs. overall though, this doesn't seem to bother me much, of course i don't download 100meg files very often

They haven't done DL caps around here before.

And I'm not doing p2p. The caps are applying to everything (http, ftp, streaming, etc.) no matter where.

And no, it's not hourly based. I can get a few minutes of full speed and then it'll drop me down to 256k.

Doing nothing for a few hours doesn't change the effect or increase the amount I can DL at full speed.

I don't think it's effected by time, but I'm not up in the middle of the night to check.

I do download 100m stuff, though. The latest Linux dvd, video streaming, etc. And we have 3 computers, so something is always being done.

Darn annoying and they didn't give any warnings etc.

But it's either them or AT&T's dsl, so it's not like I have a choice but to stay with them. And they know it.
