sbrook : Beyond a doubt, Rogers got wind that Bell was intending to throttle, but remember that Rogers has been throttling for the last 4 years!

Here's one of the first threads in the Rogers forum with hints that they were throttling

»switched to EXTREME now torrents are SLOW!>?!?

So, this isn't a Bell planned so Rogers did thing (like the game they played with byte caps a few years back!) Rogers has been at this a LONG time ... to solve the problem of overloaded upstream on the cable segments.

Bell is doing it to "supposedly" ease peak time bandwidth congestion. Even if CAIP gets agreement from the CRTC (and I'm kind of skeptical too), Bell will not stop throttling their own customers because it's nothing to do with that, and Rogers can present valid technical reasons for throttling .. it's a well documented problem on cable systems.

sbrook : Well, there was a huge protest about Rogers throttling when they started doing it a couple years ago. Rogers remained adamant that it was going to throttle and that was that. No 3rd party competition was involved either.

Moreover, if you follow the whole story, there is a definite technical reason for throttling on a cable network ... it may not be popular, but it has ensured that there are far fewer performance complaints in this forum in the last 18 months than ever before.

Stewy : The difference between Bell and Rogers is that Bell is forcing a throttle on other DSL wholesalers giving them an unfair advantage. Bell and Rogers can do whatever they want but just don't force others to accept your unethical business model.

If CAIP wins their CRTC submission on throttling it won't take long for Rogers and Bell for that matter to miraculously find a solution to *cough* network congestion.

Just think for 1 second what type of internet you would have if you only had Rogers and Bell and that's why I support CAIP.

It appears to be acceptable amongst Rogers customer's. While scores of customer's are leaving Bell Canada for throttling their customer's and customer's of 3rd Party Wholesalers and for using DPI, I've yet to see the same public backlash against Rogers.

In the past 6 months that I've been following this issue with Bell Canada, read the numerous posts from angry customer's fed up with Bell Canada, I've not yet seen a filing on the CRTC's website against Rogers for committing the same crime as Bell Canada; throttling their customer's. Nor has their been a filing with the CAIP or any member of Parliament.

What Rogers is doing with the use of Deep Packet Inspection and throttling their customer's may appear to be deplorable and unacceptable, it appears to be acceptable where Rogers customer's are concerned.

anon : I cancelled my Rogers connection at the end of July. My Final invoice had a 25$ charge for bandwidth for June 15 - July. I phoned, complained that their monitor wasn't accurate and they reversed the charge. Recieved another bill today for 14 dollars, 7 gigs over limit. Even though I recieved a previous bill labelled "Final Bill" - the CSR claimed it was for the last 14 days of July. Complained that it was BS and they credited my account for the amount.
