First off, the FAA does not do anything but envoke rules on behalf of the flying public, some stupid I'll give you that. The FAA does nothing with TSA except for maybe some training located in OKC.

The Federal Aviation Administration is an agency of the Department of Transportation, created in 1958 by the Federal Aviation Act.

TSA is a Department of Homeland Security, as you may or may not know DHS was created November 25 2002.
