Hi,
I'm in Ottawa. Ontario, Canada and would like to know the cheapest rate/method other than calling cards to call Mexico (specifically Pachuca, Hidalgo 011-52-771)

La Mesa, CA | You probably won't find many. There are a couple, mostly Mexico City but with the Mexican telephone monopoly - rates are still high. A few others have asked and there hasn't been a real good response to what has been found or the place disappears. |

Although their site is broken right now, the best place to find the lowest VoIP rates in the world is:

Just go down the list of the top few providers and compare their prices. The table itself is a representation of the cheapest 100 providers to the entire world, so you're bound to find some good rates there.
