We have been through this before, maybe the area is oversold, but throttled, I don't believe it. Many different areas effect downloads and uploads, many home routers today have trouble with the load from torrents. They were not designed for the amount of connections it takes to accomplish decent downloads. I have heard people complain about not getting full speed, only to find that they are using a wireless connection that is slower than the internet connection they are using. Each case has many variables, many of which the user or download site have an effect on.
