The President would not and could not- he doesn't have the authority.

Reagan was able to do so because the employees in question (air traffic controllers) were Federal employees of the FAA.

Technically, Reagan had the authority because the air traffic controllers were in violation of a 1955 law prohibiting government unions from striking. That law was selectively enforced.
