Just paint it camouflage.

The problem isn't that they stand out; it's that they stand out so much. Paint them to blend in.

In my city they've basically been doing this - those that are around shrubbery are painted a natural green colour. Took me several weeks to even notice that a cabinet had been placed in many of these areas.

Also in my city, part of the deal with putting in VRADs was that they had to be placed in areas where the cabinets wouldn't be seen, or in areas where other cabinets already were located. Then, they required AT&T to cover the expenses caused by the city putting in landscaping to hide the VRADs. And to top it off, AT&T is required to repaint the SAIs that the VRADs are near to make them blend in as well. It's worked great for the city here - hasn't seemed to slow VRAD deployment. Why haven't all cities required this?
